Buying Road Maintenance Materials Overseas: MOQ, Lead Time and Packaging Guide
2026.10.31
Ordering road-maintenance materials from overseas is different from buying locally. Lead time, packaging, minimum order quantity and shipping all affect whether the product arrives in usable condition. Here is what foreign contractors should plan for.
Minimum order quantity (MOQ)
Sealants and emulsions are bulk materials. MOQs are usually set by full container load (20ft or 40ft) rather than by bag. If your project is small, combine materials (crack sealant + cold patch + emulsion) to fill a container economically.
Lead time
| Step | Typical time |
|---|---|
| Production & packing | 7-15 days |
| Sea freight | 15-35 days, by destination |
| Customs & inland delivery | 5-10 days |
Order at least 2-3 months before paving season to avoid a stock-out when work begins.
Packaging matters
- Hot-pour crack sealant: usually carton-wrapped blocks (20-25 kg/box) for easy melting.
- Cold patch: 25 kg bags or bulk jumbo bags.
- Emulsified asphalt: IBC tanks or drums; confirm storage temperature and shelf life.
Documents to request
Ask your supplier for the technical data sheet, test reports, MSDS, packing list and commercial invoice before shipment. For customs, confirm HS code and any import restrictions on bituminous products in your country.
Plan ahead
The biggest overseas-buyer mistake is ordering too late. Paving season is short, and a container delayed by customs means a missed season. Order early, consolidate materials, and keep a small local buffer stock for emergency repairs.
